This is a Café run by Cloakats Frapps and Cecilia. These two work well together as Cecilia specializes in dishes and Frapps specializes in beverages.
Frapps is quick on his feet and Cecilia is cool-tempered, making them a rather healthy set of coworkers as they quickly fly orders (literally and figuratively) to each of the respective customers.
