Part of The Seaside Centre, a Lighthouse on a cliff that helps guide sea and air traffic.

This location seems to be a popular location between it and the Seaside Centre as Cloakat love to use the Bay Area to swim, surf, and deep dive safely right off the beach. Many Cloakat will use the steep cliffs of Cape Maddock to jump into the waters below, even if this is risky, it doesn't stop the daredevil Cloakts from doing so.
